3Good as Madrigal may be, the A's aren't looking for second basemen anymore (they have two lefties, Barreto, Mateo, and Neuse to choose from or platoon with), already have several choices for a backup catcher to Sean Murphy (Heim is a switch-hitter, and both he and Allen are better defenders than Collins), and Montas is our best right-handed starter.
I agree with your assessment. My thinking as an A's fan would be they could lock in 2b with a solid leadoff hitter with an above average glove. And Montas has basically been good for half a season and has a lengthy injury history.
Montas was healthy for all of 2019, just prevented from playing half of it, and won't be on an innings limit. Thoracic Outlet surgery fixes a problem that can't re-occur once healed (they remove the top rib where it interferes with muscles and nerves around the collarbone). Broken ribs aren't re-injury concerns either, and with the splitter he added since his return has looked just fine.
