I don’t follow your logic. I could just as easily say “Seeing that it’s division rivals, The Orioles could/should step up and make it Heston Kjerstad plus Enrique Bradfield plus a pitching prospect for 4 years of a good SP from a division rival.”

Depends on who is making the initial call…if the Rays call and ask about Heston Kjerstad the Orioles ask for Ryan Pepiot and offer up a PTBNL, if the Orioles call and ask about Ryan Pepiot the Rays ask for Heston Kjerstad & Enrique Bradfield plus a PTBNL. Personally, I think Heston Kjerstad for Ryan Pepiot straight up should work for both teams.

LOL... In my experience, the person making the initial contact does not lose negotiating leverage by doing so. A lot of things affect leverage, with supply, demand, timing and need being the biggest variables I would think in baseball trades. I like Kjerstad a lot... and I think he would fill a huge need for the Rays in LF; however, I'm not trading Pepiot, a legit middle rotation SP with 4 years of control (5 years if he starts the season in the minors for a few weeks) straight up for Kjerstad. Gotta remember that despite how good Kjerstad has looked at times, he hasn't exactly forced his way onto the active roster, let alone as an everyday starter. Orioles felt the need to go get T.O'Neill this offseason instead of penciling in Kjerstad into LF. He's a good piece, but the Orioles would have to give up more for Pepiot.

Pep pitched all of last year in the Majors, minus 1 rehab start in the minors, and he generated nearly 2 fWAR doing so, at only 130 IP. He's probably a 3-4 fWAR pitcher this year if he stays healthy, as he has now been built up to pitch a full season workload. I don't think his situation is remotely the same thing at all.
