I don't see Cleveland making this deal personally... Arias for a prospect type of swap I could see at the end of spring, but right now I doubt they will out so much into Simpson personally...
I don't see how this trade improves the Rays. Brennan is an ok player to have on the team, but he doesn't make the Rays better. I'd rather see Palacios in LF and J.Lowe in RF, and the Rays are going to give Morel a chance to play like they thought he was capable of just a few months ago. That makes Brennan the 5th outfielder where he blocks younger guys from getting playing time. That's not worth giving up Simpson, who could be a real difference maker with his bat to ball skills and ludicrous speed
