I can't see the Rays trading one of their few lefty bats. Maybe at the deadline or next year's offseason, but not now.

Sign Votto for the LH'ed bat to play some 1st base and DH and more importantly a veteran leader to teach a young team what it takes. A deal for Lowe's number (or less at this point) might do it and Votto gets a good chance at a ring. Heck, I would sign both Votto and Sanchez and pretty much balance out what they owe Lowe for one year. Than you get two veterans who supply hitting and power to the line-up for 2024 in areas of need wile still getting three prospects for the future.

I can’t see the Rays bringing Votto in. Aranda is gonna get a lot of playing time at 1B/DH, as he should. Plus, if Lowe gets moved I have to think the Rays make the move in large part to unload his salary (and not replace it with a new addition who costs the same).

Rays haven't wanted to trade Aroz, Paredes, Diaz for variuos reasons but they have the depth to trade Lowe to a team that needs a very good 2nd baseman to help replace the power the Mariners lost this winter. Rays have guys knocking at the door with Mead/ Aranda and If'ers that can move around in Basabe, Camenero, Williams, Taylor in the next two years. Lowe is also worth the 8 million owed this season (Mariners can fit him in) and with a 10 million dollar option the next two years (with 1 million dollar buyouts for each) the Rays may not want to keep him past this year. If they want to find PT for all their youngsters moving Lowe now gives them that opportunity. Rays get a young high prospect in Montes, although I would take Gonzalez at the same value over him. Fills a big OF need in the future. Hancock is a gamble but could turn out to be the prospect many felt he was while Williamson is a young 3rd/1st base guy that has a good bat with power. Mariners also get another big arm for their back end which they may need to shut down games in a must win season, IMO. Rays have the depth to move him while still competing this year.
