Mariners get the best impact available bat they seem to really need "now" if there plan is to finally get to the play-offs and beyond this season. Plus they don't have to trade any of their other young starters that they seemingly won't trade. The Rays get three guys for their future (2-3 years down the road).

I like it. It allows the Rays to trade some of their mlb ready superfluous players for some much needed pitching.

I like it too; although I’m no longer of the belief that Hancock is a SP.

If the objective is to keep Julio happy, the M's require an outfielder who is better than an estimated 1 WAR for the season. (See 2024 ZiPS predictions.) Arozarena works. He is probably the most consistently performing player on the Rays. He is a near-certain 3 WAR player for the season. For the Rays, the trade makes the club team weaker. However, it is an investment into the future. I could see the Rays accepting this trade without Hancock.
