Dodgers get Arozarena to play LF, add Burnes to the top of the rotation, Harold Ramirez at DH (especially if they don't sign Ohtani). Rays get Sal Frelick to replace Arozarena in the outfield. Brewers get Emmett Sheehan and Ryan Pepiot for their rotation this year and SP prospect Kyle Hurt. Dodgers trade from their SP prospect depth to get an Ace and a LF, Rays shed Arozarena's salary and get a cheap, high upside replacement. Brewers shed Burnes' salary and trade from OF depth to get 3 starting pitchers with good potential.

I would be shocked if the Rays traded two of their best proven bats for a prospect, even one as good as Frelich. Rays also need pitching a helluva lot more than a 4th outfielder who might become a starter one day.
