Cleveland isn't going to give up Bieber for two players... Cowser I don't think Cleveland sees at that value since he's a lefty with some swing and miss on the off speeds. Plus if Cleveland wants Westburg, he will end up in the OF as well. There isn't any room in the INF even once they move on from Rosario.
