1Povich would be about #12 on Cleveland's SP prospect list and Beavers hasn't even touched AA. That isn't going to get you a SP like Civale from a team like Cleveland. Civale won't be a FA until 2026 and is very affordable. The market certainly favors those who have quality SP and are willing to part with it so the leverage isn't with your Orioles here. This is a low ball offer. Chernoff would simply call the Dodgers and the Giants and get a lot better offer than this.
